You say its "MM manipulation" but I am a banker and there is always an explanation most people don't realize. A major SH, hedge fund, etc. can go to the MM to secure the pricing it wants. So, sometimes you'll see the PPS go lower to make the purchase. Sometimes, there's a T-Trade after hours. Smart money seems to be accumulating this stock. It's probably also another reason the CUSIP and name change are occurring a week later. We'll just have to see what goes on the second half of the month.
