LOL, the EPA encourages the use of fly ash for such projects.

Fly ash applications include its use as a:

Raw material in concrete products and grout
Feed stock in the production of cement
Fill material for structural applications and embankments
Ingredient in waste stabilization and/or solidification
Ingredient in soil modification and/or stabilization
Component of flowable fill
Component in road bases, sub-bases, and pavement
Mineral filler in asphalt

Would a person with any, let alone high moral values:?
- Harass a former employee so much an arrest warrant was issued.
- Refuse to pay a court judgment against an elderly, disabled, former WWII POW.
- Try to scam a grant using a mentally disabled woman as his shill.
- Issue 95% of GOSY's O/S to 5 people, himself, 2 relatives and 2 stock promoters.
- Spend $8 million to get $22k in questionable revenues.
- Have been outed in more lies than Charles Ponzi.
- Blame his 15 years of failure as CEO on a slew of former employees and associates, including at least one who is deceased.
- Use his mother-in-law in videos promoting his product without disclosing his wife and the company secretary were the caretakers.

A man with high moral values wouldn't make money by building a golf course out of fly ash in the middle of a residential community IMO.

A man with high moral values wouldn't harrass someone so severely that an arrest warrant was issued for him.
