IMHO - War is not the failure of positics - And not even the failure of diplomacy.

War is a mechanism to ensure more wealth, power, and control.

Life is nowhere near as simple as "War is the failure of politics." because in the end, politics is mostly rhetoric used to control agendas of those who have the ability to do so.

If and when the people of this country choose to take a more active role in our Republic, Many things could change...One of which would be the lessening of "Politics".
