Heritage was the outfit that dreamed up the health care "mandate," i.e., everyone has to buy health insurance, so people that don't have health insurance wouldn't free ride off of people that do.

Romney supported it in Massachusetts, almost everyone has health insurance now, not controversial.

Then, Obama proposed it. All of a sudden it was a terrible idea! Heritage recanted.
