My guess would be a broker that has both buyers and sellers in house that they can match up trades with.

If a broker/dealer is registered, holds a current license, and is in good standing with the S.E.C to do business for general securities transactions, they will be able to trade as your agent in this market as well. In other words, this market is also otc, and the same company that purchased your pinkie shares from the o-t-c market, can purchase shares for you here as well.
