While is see the statement regarding president Bush as somewhat critical it seems that it is more critical of the expectation that he can please anyone in a 50/50 nation with the media ready to pounce on every issue and lambast no matter what happens.
I dont see how any president can overcome the current media structure unless the president is of the same ilk. If the media agrees with you, you can get soemthing done. If they dont then every little issue is framed in a way that it is next to impossible to sway opinion.
