Yea I think that is correct. I think Scott is the party PCFG mentions hiring to assist with their mining process. Looking at the Thompson Creek Mine Project it seems Scott and his firm know a thing or two about mining setup.

So here is NRG's Mine Manager:

Mining Environmental & Permitting Manager, Senior Environmental Scientist Scott Ackert

So it would appear that Scott was brought on board before the mine temporary stopped mining process.

So could it be Scott has the proposal completed and over to NDEP this month, or is he close to having it done and submitt it to NDEP in January 2013?
