The main culprit as the very large amount of authorized shares. Almost 2 billion last time I checked. Im pretty sure the Float and the Outstanding are just as bloated. By general rule, I stick to tickers with around 500K authorized. The fewer the shares there are the more action you will get in Price per share (PPS)
