Please re-read the letter carefully - its final paragraph states,
"we are willing to give Baltia an opportunity to address
the aforementioned issues and confirm that it has made substantial progress towards obtaining FAA certification".

They give Baltia 30 days to submit information supportive of their making good progress. Should they fail to do so, they intend to start action to make the route dormant. The DOT has been cooperative with Baltia's requests in the past, as they mention in the letter.

You suggest that Baltia's status with the North Central Region and the Willow Run FSDO is in doubt ("if it is really happening"). Given your years of management and consulting experience (in the airline world?), you should find it easy to confirm Baltia's status and relieve yourself of doubt. Further due diligence will show you that there have been key management personnel changes.

Since the DOT's letter to Baltia, the FAA Region office in Chicago authorized a Michigan FSDO to take up the project and process Baltia's certification. Based upon these actions taken last week by the DOT and FAA, and other information I have learned from industry and regulatory sources, my 35 years of airline management and operational experience (I am currently the Dir. of Ops for a scheduled air carrier in the western U.S.) tells me that, whereas they are being held to task, Baltia has a reasonable opportunity to demonstrate their worthiness and expertise, and will - IMHO.
