j3pflynn, SFF - small form factor - does not necesarily mean low power. It really speaks to board space used. Now, Intel made their SFF solution so expensive that many laptop makers grit their teeth & implement standard sized P4s. AMD, as I understand it, isn't so greedy so laptop makers have an incentive to use the packaging designed for them. It does help with heat, also, since a SFF processor can be implemented with an integral heat spreader (and greatly reduce the fan needed).
