Is Wallace seeking a restraining order? Given marty's criminal harrassment and his known violent temper, that makes sense.

Wallace's Virginia warrant is not an order of protection, it can not be enforced across state lines.

Wallace doesn't have a "Virginia warrant." The State of Virginia has a warrant against spence and it absolutely can be enforced across state lines. As a matter of policy, states don't extradite on misdameanor crimes--but they could do so legally.

Not sure what marty gains if he seeks an order of protection, other than the propaganda value. With no sales and no revenue, propaganda is all marty has left. Since I doubt Wallace has done anything which would make marty reasonably fear for his safety, all an order would do is require Wallace to continue not doing anything which would make marty reasonable fear for his safety. Reasonable is the key word here. Wallace sued marty over five years ago. In the ensuing five years, neither marty nor elaine have been physically harmed by Wallace. On the other hand, marty has a violent temper and has threatened Wallace.

Abused persons who are granted orders of protection can now call upon law enforcement to protect them and to take all appropriate action against abusers nationwide.
What does this mean for abusers?
