New Cusip numbers are issued anytime companies file major changes, like name, share structures etc. Companies can become SEC reporting again, but most of the time it is under a new name and Cusip, so it is like the old company never came back (the arguments on this board). From past statements, EPGL has said their symbol will remain same even with coming name change.
So both sides are right; EP Global Communications will not come back SEC reporting, but EPGL Medical Sciences, Inc. will and it will still have the EPGL ticker symbol. IMHO.
