yes of course it is...because they NEVER did anything wrong to begin with, otherwise this would take years as some have mentioned. however, according to "others" opinions and alleged SEC accusations. and before everyone jumps all over this. the penalty wasn't severe and DID NOT indicate FRAUD. So lets not rehash this topic again..it's getting boring. :-)
