I am no expert either, I think you have touched on one of the main reasons why they are objecting, responsibility for damages their product causes. Now DLA will be able to hold contractors / suppliers financially accountable for damaged equipment. That is probably not sitting to well with them right now.

I am guessing there is a lot of push and pull between the DLA and suppliers in terms of the cost of DNA marking implementation, at what stages the authentication testing will be required (OCM vs distributors vs in the DLA supply chain, etc), how much increase in cost the DLA finds reasonable and is willing to absorb, the OCMs could be getting back to the DLA and saying we have to implement the marking on the entire production line, we can't do this on just a few wafers you will be buying from us, so the cost should be higher, etc...and then there are billions invested in those production lines and they are carefully calibrated, any introduced even very small change will be met with hesitation first, I am sure engineers at the OCMs asking a lot of questions and APDN probably is trying to provide some answers, etc... I think a lot's going on behind the scenes and it has to settle first before we'll start seeing PRs about new contracts, they are still working out the business model that makes sense for all the parties involved...ultimately, as cost of DNA marking and testing will keep decreasing more suppliers will sign up...just my opinion
