Does anyone know exactly what this means? I have tried looking it up and have the definitions, but what are the real world impacts or implications to MMs/Shareholders?

Obviously, it doesn't seem to mean much yet, to either investors, the SEC or the MMs for that matter.

Forgive my ignorance on this issue, just don't understand it.
