Sebass the answer to your last question first is we don't need to hit the neckline again we could but it doesn't need to for the pattern. We could just continue on this merry trek higher.
As far as institutional buying it's hard to tell by using i-watch I don't find it very reliable. I've watched it in the past for other stocks what it shows does not match up to what is actually reported.
