if they're going to build a data only wholesale network, why use the incredibly expensive EVDO technology?!
I can only assume that if Nextwave has opted to build out a data only network from scratch, and has indeed committed to using EVDO, then it must be because it is better for some reason or another than all other alternatives, public press-releases notwithstanding. Nextwave can choose between technologies without the influence of any legacy system, so their decision speaks volumes about what they perceive as the most viable data-only wireless platform.
