yep that's because of the low float and actively waiting news. It is a dollar stock trapped in sub penny prices. Little volume swings this either way right now.
If they truely wanted to they would just dilute and create a paid promotion like most Pink Sheet Scams do but this is a legit company with a real amazing drug in memryte.
