I think it is CWS's best interest to keep testing in house because of the technology they have and a controlled environment.

CWS doesn't test anything; CWS writes software that chip manufacturers use to run equipment to test the integrity of wafers. The only thing that is shipped to customers by CWS is the software.

They make SOFTWARE! How do I know? Because their noisy server had to be shoved into a closet in my house for the better part of a year because it made so much friggin noise.
