The market makers constantly manipulate the price action on OTC:BB stocks like CTIX which aren't listed on a proper exchange.

Just their algorithms will immediately change the Bid/Ask in their favour once you place your order. They also see the order flow so they can manipulate when they see more of either buying or selling. Their own private Level 2.

Once CTIX is up-listed on a proper exchange, we'll get that sort of play. Until then, best to just put in a Limit order GTC and let it sit IMO, otherwise they play games with you for a few pennies.
