First the filing, then the public announcement. Can't announce the filing before it is filed, because filings get delayed whether from the attorney's office to EDGAR or by the SEC/EDGAR itself. Reporting filings before confirmation of posting on EDGAR can cause a lot of confusion, as we have seen in the past.
