That said, I must also admit that proper handling of recalcitrant teens...especially in today's world of conflicting moral, ethical, and legal boundaries...is nigh impossible without broad cooperation between all concerned. Sadly, the fact that Mississippi officials have failed to cooperate with the eight-month Federal investigation probably indicates the base cause of the problems in Meridian County may be more than just advanced frustration.
