that's not true, they waited on tox until they got results on H3N2 which confirmed they have a broad spectrum flu treatment that can be delivered orally. Obviously, they needed that bit of information to know which formulation to use for tox studies. With figures given in the 10K, they have cash to get them into clinical trials, which of course includes completing tox studies.
