Can Local Content Become A Money Maker?
Is there a way operators can transform their local origination/leased access (LO/LA) channels and Public, Education and Governmental (PEG) channels from being a pain into being a revenue source? TelVue Corporation says its new B1000 HyperCaster IP Broadcast Server and TelVue Connect content management system are the answer.

According to the company, its new HyperCaster provides IP origination for as many as 20 independent digital broadcast channels supporting LO/LA and PEG channels; it also supports long-form advertising. (For more, see How to Make a PEG Channel a ‘Favorite’).

Savings are realized via the elimination of real-time encoders and legacy baseband playout systems.

“Current LO/LA workflow incorporates a patchwork of legacy analog playout servers and equipment that don’t fit in the modern digital headend and require per-channel, real-time encoders,” says Jesse Lerman, TelVue's president/CEO.

The HyperCaster supports MPEG-2 transport with MPEG-2 and H.264 codecs in standard or high definition formats, including ATSC, with a native IP-over-Gigabit-Ethernet interface.

Lerman says some cable systems are receiving large amounts of local content from people who drop off media in every imaginable video format. And, depending on their franchise agreements and FCC regulations, operators are obliged to deliver a certain amount of this local content.

When the HyperCaster is used in conjunction with the TelVue Connect cloud-based content-management system, TelVue says operators can save the money they usually spend on dedicated facilities and equipment for on-premise media drop-off and encoding by outsourcing the entire process to the cloud.

TelVue Connect uses the cloud to handle large media file uploads, transcoding, content management and content delivery to destination networks and channel scheduling.

"Now media can be contributed over the Internet in whatever format," Lerman explains. "TelVue supports cloud transcoding to convert from one format to another."

In addition to providing cost savings, TelVue says its products can generate revenue if operators want to create advertiser-supported "hyper-local" channels that also could help differentiate them from their satellite competitors.

TelVue already works with 8 of the top 10 cable operators, providing servers to deliver PEG channels. The company is targeting Tier 1 as well as smaller operators with its new technology.
