Contrary to your earlier expressed belief that Malcolm would no longer be in the driver's seat and able to call the shots nobody seems to have told him. Unless, that is, his plan is to buy two (TWO!) drilling rigs with independently raised Empire funds (that I can't wait to see!) and contract them out to TOG assuming the TOG Board's willingness to hire them.
