Harold, I understand your concerns and it's not as simple as just pumping oil out of the ground.

First of all you have the GOB to deal with and they essentially call the shots. There are environmental issues which cause delays and major cash. The logistics of this project are both time consuming and expensive. TECO is moving as fast as it can, given the limited resources that any start up has.

Complaints and grievances.

It's easy to sit back and mention what should be done, and, when it should be done. But, you have to sit at the helm to fully realize what can and cannot be done reasonably and cost effectively.

Just seeing 100's of start-ups this is above par for the coarse. In fact, TECO as forged ahead far greater than most, in the amount of time given, with the resources at hand.

All said and done, you'll get that morsel and more ASAP. Nobody want's it more than TECO mgmt. That's without question.

BULL
