Guess so, but the phone's not "located", insofar as a cell phone can be, in the U.K. It's in Spain.

It's probably a business phone charged to the company. That address doesn't seem to be a hotel; several other businesses have offices there. So maybe it's the headquarters for his hotels. Oddly it's also listed in the "solicitors" section. Not everyone there seems to be a lawyer; some are accountants, some are "consultants".
