The big difference is that the other company filed a 15-12G in 2003 to de-register its stock and cease the requirement to file periodic reports with the Commission. This also means that it did not face the possibility of having its registration revoked.
GTGP's stock is still registered and the SEC will likely move to revoke its registration. Once revoked, the ticker becomes invalid and the stock can never be traded again.
Also, if you look at the historical data on that other stock, it trades very low to no volume every day and the prices are all over the place. I would not agree that trading a grey market stock is no problem at all.
