i think for this discussion the term broker dealer and market maker are interchangable.

not sure one that one. I do not think (since there are no quotes) that they have to call around to get best execution. No one wants to work grey sheets as brokers don't want to make phone calls.

Yes it is completely random, there exists no order flow period, it is simply matched trades.
