If VLNX is smart they borrowed against their future contracts, $1M would be easy for them to pay back with the amount of revenue they will be bringing in. The A/S is only 500M here and the O/S is around 400M, not much room to sell shares, plus it would benefit them more to keep the share structure where it is.
If I understand the SEC law correctly, they can get shares and then sell as long as they file within 15 of the sale of securities, BUT I would expect a huge pop in the pps before Fairhill starts dumping - ie PROMO
