ok so some general clarification purchaser bears the costs...if the purchaser is a dealer...they hold the title and can operate or resell etc... so doesn't sound like a charge per useage model unless a dealer chooses to resell that way i suppose (if allowed) so Ecolocap should be free and clear of most costs on the sale!
