yes they did on the QTEK and it was in 2009. filing the 1515 only stops them from having to file the legal OTCBB reports to the SEC but does not stop them from filing with pink sheets and the market with updates.
here is a fully filing pink and does not get a stop like the others can.
they have to file the top disclosure at least once a year or get the possibility of a halt.
