Releasing the actual license would give the shareholders an opportunity to verify that MDCE is, at least in part, doing what they are claiming. But if they produce a questionable document, then the SEC might have a few questions for them. lol
If they ever do address this (which my hunch is they won’t) I’m guessing the excuse will either be, they are still finalizing some administrative "BS", or that revealing the license is somehow “officially” prohibited, which would also be an unacceptable answer.
