I thought the October mandate was a bit too short of a time to implement the DNA marking as well, but I don't think this should affect the inking of contracts, which will be done before-hand.

When the Gov't wants something inconvience, or possibility usually doesn't enter into the equation. For example during WwII when the Yorktown aircraft carrier came into port at Pearl Harbor critically damaged after the battle of The Coral Sea estimates where six months for repairs. They were ordered to have her ready for battle in two days. Many contractor repair workers had to continue repairs as she headed into battle at Mid Way. That is an extreme example, but also how mission critical operations are initiated many times. No sympathy just get the job done.

LOL, of course it is. But succeeding to get a delay is another story. If they had been given a year to comply, they still would have griped.
