US Spending Bill Includes $100 Million for USEC

WASHINGTON--The struggling uranium-enrichment firm USEC Inc. (USU) is set to win $100 million in government backing as part of a six-month spending bill moving through Congress and expected to be approved as soon as Thursday evening by the U.S. House.

The company's stock price dipped below $1 in April, prompting the New York Stock Exchange to threaten delisting its shares. But its inclusion in the spending bill was a signal that it retains support from Democrats and Republicans who want to develop a U.S.-based technology they say is crucial to maintaining the nation's nuclear weapons stockpile.

The new funding will support USEC's efforts to commercialize its technology, giving Congress's blessing to a plan the Obama administration proposed in June to help keep USEC afloat. In all, the Department of Energy committed to spending as much as $192 million to help deploy the technology.

The department has also committed to taking responsibility for "tails" of depleted uranium that USEC owns, freeing up $88 million in capital for the company.

USEC spokesman Paul Jacobson said Thursday that the company welcomed the funding and would contribute 20% of the research and development costs. "We need this for our national security," he said.

Autumn Hanna, senior program director for the watchdog group Taxpayers for Common Sense, said the funding "is not going to resolve the large problems" at USEC. "We just keep throwing good money after bad."

The company's uranium enrichment facility would be located in Piketon, Ohio, a state both presidential candidates are hoping to win in the November election.

The House was set to vote as soon as Thursday on the bill setting government spending levels through the first half of the next fiscal year, which begins on Oct. 1. The bill then heads to the Senate, which is expected to approve it next week following a previous agreement by lawmakers in both parties.

The White House said in a statement Wednesday that it supports the bill, adding that it "allows critical Government functions to operate without interruption in order to protect national security" and "and excludes ideological or extraneous" policy changes.
