200mm shares is not much, when you divide the number of trading days into 200mm. Approximate 70 trading days divided into 200mm only equals about 3mm shares traded daily. That in nothing? For a stock with 654mm shares OS, which is low, 3mm daily is small, and shows traders trading the stock for "FLIPPING" and making a few dollars. That is where the shares are coming from, the public??
