Before you can have PMA approval

you need to have PMA SUBMITTED

and before you can submit a PMA

you need to conduct clinical trials

and before you can conduct clinical trials

you need to request a meeting from the FDA to set the groundrules for the trial (protocol)

Aint the FDA's fault. IMDS is showing a complete lack of commitment to doing anything other than selling stock.
