Looks like they Sell the DNA marking services to the manufactors and sell the authentication-licensing program to the recipient of the goods. Also shows in BOLD they are ready for the rapid expansion.

At this point, some of you might be asking, “Does APDN have the capacity and the ability to meet the needs of this mandate at this time?” And the answer is an emphatic
YES WE DO. It is also the reason for our recently announced increases in staffing and physical plant.
One way we are addressing this significant demand, is by implementing the DLA mandate in a staged fashion, to ensure a smooth transition for chip manufacturers. In the first stage, already accomplished and consistent with the mandate, SigNature DNA is on the microchips produced in the DLA’s Generalized Emulation of Microcircuits program, known as GEM.
In the mandated program, we will sell our SigNature DNA marks to chip manufacturers, while for distributors we will sell a source-verification marking program, to establish traceability. We also plan to provide DNA marking services directly to those manufacturers who want immediate implementation before establishing marking capability at their own facilities. Once SigNature DNA-marked, the microchips may be authenticated as originals if a participating recipient of those chips has purchased an authentication-licensing program from us.
