Stephanie -- looks to be a solid ruling, good to see -- since Texas jumped the gun without even trying to get the required preclearance from DOJ, instead trying to just run to mommy (the court) to intervene to order DOJ to preclear, Texas is still right where it was to begin with, still just friggin' needing to go get that required preclearance from DOJ, unless, as apparently expected, Texas appeals, pending which that same starting point will just sit there, continuing to wait -- in any event, no way anything's gonna happen on that this year, too late for that; this year, Texas's congressional districts remain unchanged

where if Texas (the Texas GOP) had timely sought the preclearance (and worked with DOJ as they reasonably had to), the new ditricts would have since been in place -- but no, the Texas GOP is stomping its feet insisting on blowing up those minority districts, the obvious established case law be damned, diving headlong into court without even seeking preclearance, obviously hoping to get some judge or court to agree and effectively declare the entire Voting Rights Act at least unenforceable and ideally unconstitutional
