I respectfully disagree. It would be "silly" to spend 125 million and 2 years building a plant and not have customers lined up to purchase your product. Really are they going to produce product and then hope someone wants it?! I think they are doing the right thing by laying the ground work for future sucess. Of course the key is getting the funding, Yet when you are looking for funding people want to know you have all your ducks in a row, which of course would include agrrements for your product to be purchased.
