Independent Film Development Corp. (OTCBB: IFLM) Awarded Producer and Worldwide Sales Rights for $20,000,000 Feature Film "Famine"

The film's budget is estimated to be $20 million USD. While the film is not yet financed, management is extremely excited to be associated with such an interesting international project.

How do you get awarded something that is not funded? Who "awarded" it to them?
