In no way does that statement say they CAN'T raise capital...
Sure raising capital is easier being current on the OTC... that's a no brainer.

ALL I SAID IS IMO THEY DID NOT GET CURRENT AND SPEND THE DOLLARS THEY DID JUST TO SELL SHARES

25 mm into the open market is different than a private placement...right?
