How does one manipulate the price of a stock which isn't even trading?

How can anyone manipulate the price of a stock that's not trading, that's in limbo, and again how could anything happening here benefit any other shell stock...seems the opposite would be true.

SEC is clamping down on shells and what they can and can't do and it's about time. Just look at how many have had their registrations revoked this year alone.
