I don't believe the CEO is allowed to sell shares since filing form 15.
In addition do you really think that the level of volume indicates dilution? Especially at a PPS range of .02 to .006 (chart below). The total volume since 6/20 i.e. after Todd became CEO is only 75mm. Let's say half the shares were buys and half were sells; 38.5mm shares. The average PPS over 6/20-present trading days is .0122 per the chart below. .0122 X 38.5mm shares sold = approx. $470K if every share sold was sold through dilution which is impossible. I highly doubt an energy company CEO is stupid enough to dilute days after becoming CEO to raise a very high estimate of $470K in funding.
