I know exactly what that means, you cannot buy shares just sell what you have.

Most of these non-reporting, sub-penny pieces of trash, like CAGR, could not become fully reporting even if they had the money to do so. There are far, far too many skeletons in the closet to ever again get clean. Bling-Bling might as well handcuff himself and walk to the nearest jail as to allow a full out audit.

Non-reporting companies will either be forced to begin reporting, or they'll fold for lack of funds required to become current.
