I don't see how this could have any impact on the Presidential elections at all...
The value of the bank was less than 0.004% of the US Gross Domestic Product. It's minuscule in the grand scheme, and isn't important enough to get any national headlines of any consequence. Now, if Lehman had been illegally seized, we'd have a real conversation going :)
Also, one doesn't normally get both compensatory and punitive damages in a settlement. That's what a judgment is for. Sure, it'd be nice, but it's highly unlikely to actually happen.
