It's simply bidwhacking. If you watch L2 closely, you'll see that each time a decent buy order goes through at the ask, it is quickly followed by a bidwhack. Then the bid drops. This is a tactic bidwhackers used to stifle a run. It can only last so long before heavy buying starts a rally & the bidwhackers can't keep up.
