No CEO would hold back to announce a good news with out a good reason. In my opinion RR is working on :
1. up-listing : perhaps that has took him longer than we want it.
2. trying to close a monster Deal
3. simply waiting for the second Q financial so he can impress all of us lol
BUT the fact that no D, no RS is comforting
