As you say, a definitive indication of no confidence in HDVY's CEO. Time he stepped down.

I have a strong suspicion the next CEO will feel compelled to call in the auditors and lawyers to try to clean the Augean stables that she or he will inherit.

That will doubtless make certain undeclared stock promoters and insiders on other forums feel distinctly nervous.
