They only announced 4-5 plants previously so time for a new one would be my hunch.
A LOI with Timbuktu is my guess with a completion date set for whenever because it doesn't matter anyway as you will never hear more about it. Yeah sounds about right. Perhaps juice it up, throw in an all important xyz detector, a new consultant bingo... more dilution is your uncle.

In short anything to take your mind off the previous half truth that never materialized. Any smoke and mirrors to dress up the next billion shares to hit the A/S. Why spoil a good gig been working like a charm for years now. MHO of course JG, YMMV best of luck.
